Francine Stefan joined DFI in 2018 in this role. As deputy director, Stefan leads the development and implementation of business operations systems. She came to DFI from the Southwest Environmental Finance Center at the University of New Mexico, where she led the Center’s project management and organizational development efforts. Stefan is a graduate of North Carolina State University and holds a Master of Public Administration from UNC Chapel Hill. Prior to graduate school, Stefan served as an assistant program manager with the Environmental Finance Center on a national outreach and education program for small water systems.
